Expression of Interest - Conducting a Baseline Survey on Disability Inclusive Development

Project Overview

Our project is committed to fostering sustainable and inclusive growth for people with disabilities. The primary goal is to empower this community through various initiatives, including skill development, provision of employment opportunities, and promoting social integration. We believe that empowering individuals with disabilities is crucial for the overall development of society.

 

Purpose of the Expression of Interest (EOI)

This EOI aims to identify and collaborate with experienced agencies that can undertake a detailed and sensitive baseline survey. The survey is pivotal in understanding the current socio-economic landscape and the specific challenges faced by individuals with disabilities in the Haridwar District. The insights gained will be instrumental in tailoring our project’s interventions to be more effective and impactful. We seek partners who are not just proficient in data gathering, but who also possess a deep understanding of disability issues and are committed to promoting inclusive development.

 

Scope of Work

The selected agency will be entrusted with a comprehensive set of responsibilities:

  • In-depth Baseline Survey Development: Designing a survey that captures a wide range of socio-economic indicators, including education levels, employment status, access to healthcare, and social inclusion, with a special emphasis on issues faced by people with disabilities.
  • Data Collection and Analysis: Employing both quantitative and qualitative research methods to collect data. This might include surveys, interviews, focus group discussions, and observation. The analysis should not only present statistics but also interpret the underlying stories and challenges.
  • Stakeholder Engagement: Involving community members, local NGOs, government bodies, and other stakeholders in the survey process to ensure a holistic understanding of the context and needs.
  • Comprehensive Reporting: Delivering a detailed report that includes not just the findings and analysis, but also actionable recommendations and strategies for project implementation. The report should also identify potential risks and mitigation strategies for project planning.

 

Eligibility Criteria

Agencies interested in this project must demonstrate:

  • Proven Experience: A minimum of 5 years of experience in conducting comprehensive surveys, with a portfolio that includes work in disability inclusive development or related fields.
  • Expertise in Disability Issues: A deep understanding of the challenges and needs of people with disabilities, evidenced by previous projects or research in this area.
  • Cultural Sensitivity and Local Knowledge: Experience working in Uttarakhand or similar regions, with an appreciation of local cultures, languages, and social dynamics.
  • Data Collection and Analysis Skills: Expertise in both quantitative and qualitative research methods, with the ability to analyze and interpret complex data sets.
  • Ethical Considerations: A strong ethical framework for conducting research, especially in contexts involving vulnerable populations.

Each proposal must encompass:

– A clear and detailed methodology for conducting the survey.

– Examples of previous work that is relevant to this project.

– A comprehensive budget proposal.

Evaluation Criteria

To ensure the selection of the most suitable agency for this crucial project, our evaluation process will be thorough and multifaceted. Proposals will be assessed on the following expanded criteria:

  1. Methodological Excellence:
    • How well does the proposed methodology align with the goals of the project?
    • The degree of innovation and effectiveness in the approach to data collection, especially in reaching and engaging with people with disabilities.
    • Appropriateness of tools and techniques for data analysis.
  2. Agency’s Relevant Experience and Expertise:
    • Depth and relevance of past projects, especially those focusing on disability and socio-economic development.
    • Proven track record in handling complex surveys and research projects.
    • Experience and expertise of the team members designated for this project.
  3. Understanding of Local Context and Cultural Sensitivity:
    • Demonstrated understanding of the socio-cultural dynamics of Uttarakhand or similar regions.
    • Ability to communicate and engage effectively with diverse communities, including those with disabilities.
  4. Cost-Effectiveness and Budget Transparency:
    • Overall value for money offered by the proposal.
    • Clarity, detail, and justification of the budget items.
  5. Ethical Considerations and Privacy Compliance:
    • Adherence to ethical research standards, especially concerning vulnerable populations.
    • Measures for ensuring data privacy and confidentiality.
  6. Inclusivity and Accessibility in Approach:
    • Strategies for ensuring that the survey is inclusive and accessible to people with different types of disabilities.
    • Engagement of persons with disabilities in the survey design or implementation.
  7. Timeliness and Feasibility:
    • Realism and practicality of the proposed timeline.
    • Feasibility of the survey execution considering the local conditions and resources.
  8. Quality of Reporting and Recommendations:
    • Anticipated clarity and comprehensiveness of the final report.
    • Practicality and innovativeness of the recommendations for project implementation.

Training Staff: In addition to drafting the financial policy, the selected Chartered Accountant firm will have the opportunity to provide specialized training to our staff. The remuneration for the training will be mutually agreed upon based on the scope and duration of the program.

Technical Agency | Consultant | Resource Person

Location: Betul, Hoshangabad, Chindwara – Madhya Pradesh

Job Summary

Naman Seva Samiti is seeking experienced and highly motivated consultants or resource persons to provide technical support and guidance to our organization in various areas of disability inclusion, livelihood development, value chain development, cooperative & FPO management, and Animal Husbandry interventions. The ideal candidate should have a strong understanding of the challenges faced by marginalized communities and persons with disabilities and be committed to promoting inclusive practices and sustainable livelihoods.

Key Responsibilities

  • Provide technical support and guidance to promote disability inclusion in Panchayats, FPOs, cooperatives, and livelihood interventions. This includes designing and implementing disability inclusive livelihood interventions, developing inclusive Self-Help Groups/Farmers Interest Groups, and strengthening livelihood interventions.
  • Provide expertise in areas of goatry/poultry/animal husbandry, value chain, and organic/natural farming certification. This includes developing individual business plans, farmer producer organizations, and cooperative business planning, market analysis, product costing for products developed by FarmerProducer Companies.
  • Develop and design the implementation of rehabilitation services for persons with disabilities. This includes conducting assessments of the needs of persons with disabilities, developing rehabilitation plans, and supporting the implementation of rehabilitation services.
  • Develop entrepreneurship development plans for On Farm and Off-farm-based activities. This includes identifying and developing entrepreneurship opportunities for persons with disabilities and marginalized communities and supporting the implementation of project plans.
  • Conduct survey analysis, reporting, and documentation. This includes conducting baseline and end-line surveys, developing and maintaining data collection systems, and analyzing and reporting on project data.
  • Build the capacity of staff in technical areas related to various projects implemented by Naman Seva Samiti. This includes identifying capacity building needs, developing and delivering training programs, and providing ongoing support and guidance to staff.
  • Design knowledge dissemination and convergence of government schemes for villages and urban areas.This includes identifying relevant government schemes, developing knowledge dissemination strategies, and supporting the convergence of government schemes with project activities.

Qualifications:

  • Bachelor’s degree in relevant field (agriculture, rural development, disability studies, etc.) or equivalent experience.
  • Minimum of 10 years of relevant work experience in disability inclusion, livelihood interventions, animal husbandry, and cooperative value chains.
  • Experience in providing technical assistance and guidance to organizations, communities, and individuals.
  • Knowledge of government schemes for villages and urban areas.
  • Excellent communication, analytical, and problem-solving skills.
  • Ability to work independently and in a team-oriented environment.
  • Willingness to travel frequently to project locations in Betul, Hoshangabad, and Chindwara.

Terms and Conditions

  • The consultant or resource person will be engaged on a contract basis.
  • The fees and travel costs will be negotiated based on the scope and duration of the project.
  • The consultant or resource person should be willing and able to work in rural areas with persons with disabilities and marginalized communities.
  • The consultant or resource person should be willing to travel by train/bus to project districts and be provided with a taxi in the field.
  • The consultant or resource person should adhere to the logistical arrangement made by Naman Seva Samiti
  • The consultant or resource person should provide regular updates on the project’s progress and deliverables in the format and timelines agreed with Naman Seva Samiti.
  • The consultant or resource person should inform the tentative availability of days per month, as specified by the client.
